Agnieszka Chylińska, brings a wealth of experience on infrastructure projects, including energy and those performed under the public-private partnership (PPP) formula. She has also significant experience advising both public and private entities in the energy sector, including across RES, maritime, transport, electronic toll collection, construction and municipal infrastructure. She is also known for her work in commercial transactions in the renewables sector, assisting clients in preparation and negotiation of contracts, including works and asset transfer (EPC), EPC, LTSA, BoP and TSA agreements.
Agnieszka has previously advised on infrastructure projects in Poland, such as EPC and LTSA projects in the energy sector, EPC in RES in wind farm projects in Grajewo, Sulmierzyce and Huszlewo, stage IV of the KST Tram Line in Kraków (based on the PPP model). As well as turnkey construction of a gas-steam unit together with a reserve-peak boiler house and provision of maintenance of gas turbine sets in power plants: Konin, Puławy and Żerań, construction, reconstruction and maintenance of voivodeship roads of the Włocławek region in the PPP model, project of 4 sections of express roads (project based on the PPP model), construction and maintenance of a complex of multi-family buildings in Żory in the PPP model, construction and maintenance of car parks in Warsaw and Łódź in the concession formula, tender proceedings to select a new operator of the National Toll Collection System in Poland (viaToll).
Agnieszka also specialises in construction contracts for projects where the ordering party is either a public or a private entity (including contracts based on FIDIC model clauses). Alongside this she is co-author of the first government guidelines on the implementation of PPP projects in Poland.
Paulina Stachura, specialises in regulatory advisory for entities from the energy sector, mainly renewables. In her practice, she combines experience from working in both the private and public sector.
Prior to joining DWF, Paulina worked at the Energy Regulatory Office, dealing with the Polish and European energy market, EU network codes, and network operation and maintenance manuals. She then moved to a law firm, where she dealt with legal advisory in the field of energy. She supported clients in obtaining subsidies for offshore wind farms, problems with connection to the power grid and analysis of the legal framework for the biogas market.
