Francesco has been practising law for over 20 years, always in the field of administrative law in and out of court.
After obtaining a PhD in public and constitutional law, he has worked with both boutique law firms and national and international law firms dealing, in particular, with urban and building law and energy issues.
In this regard, he has assisted national and international clients (in particular, asset management companies, real estate companies and insurance companies) in transactions relating to the acquisition of real estate assets of various kinds (residential/office buildings, public buildings, hotels, shopping centres, logistic facilities) or plants for the production of energy from renewable sources, dealing with the verification of both town-planning and building conformity and the ownership of the authorisations necessary for the exercise of the activity.
Over the last ten years, he has also delved into the subject of public procurement, constantly assisting both public administrations and private entities respectively in carrying out and participating in tender procedures. This has allowed him to work on operations where town-planning and building issues are intertwined with those of public procurement, such as the valorisation and redevelopment of public buildings or sports facilities/football stadiums.
Francesco has also been involved in assisting national and international clients in procedures for the proper marketing of pharmaceutical products and medical devices.

Recent cases
- Assistence to REAM SGR S.p.A. in an operation of valorisation and refunctionalization of two public real estate complexes through their contribution by the owning municipality to a reserved real estate fund. The assistance focused on the real estate due diligence, the preparation of the proposal through the project financing regulation, the participation in the subsequent tender until the awarding and stipulation of the concession contract and the contribution to the fund;
- Assistance to Airbus Helicopters Deutschland Gmbh in participating in the tender and awarding the supply of helicopters and spare parts to the Fire Brigade Command of the Autonomous Province of Trento;
- Assistance for 3 years (2019 - 2022) to the Commissioner General of the Italian Government for the participation in the Expo 2020 in Dubai, dealing with all the legal aspects related to the purchase of goods and services, as well as more than fifty sponsorship contracts.
