DWF advises Department for Transport on SS Richard Montgomery mast reduction project

03 June 2026
DWF, the global provider of integrated legal and business services, has advised the Department for Transport on the procurement to appoint a contractor to reduce the height of the masts on the SS Richard Montgomery, a protected shipwreck located in the Thames Estuary.

The SS Richard Montgomery, a US Liberty ship, ran aground in 1944 off the coast of Sheerness while carrying munitions. The wreck remains subject to ongoing monitoring and management by the Department for Transport.

DWF advised the Department for Transport on the procurement to appoint a contractor to undertake works to reduce the height of the ship’s three masts, which remain visible above the waterline. The procurement was conducted using the Competitive Flexible Procedure in accordance with the Procurement Act 2023.

Colin Murray, Commercial and Public Sector Partner, said: “We are pleased to have supported the Department for Transport on this significant and high-profile project. The matter required careful coordination across a range of legal, commercial and regulatory considerations, and reflects DWF’s expertise in advising on complex public sector and infrastructure mandates.”

The DWF team was led by Colin Murray, with Christine Williams, Simon Harris and Rowan Scarth providing procurement and commercial support, with additional contractual support from Jonathan Moss, Julia Kuzma, Laura Segger and Radhika Ruparelia.
