Martin is a procurement and commercial contracts lawyer whose straightforward, pragmatic approach is valued by his clients. He specialises in advising on the procurement and delivery of transport, infrastructure and telecoms projects and has worked on some of Scotland's highest profile and innovative projects.
Martin has legal and commercial expertise on all aspects of major projects, PPP/PFI and the operation and maintenance of infrastructure. His experience includes advising public and private sector bodies in relation to light and heavy rail projects (including rail franchising), the operation and maintenance of roads and harbours and the provision of broadband and mobile projects. Martin has led on the procurement of the ScotRail and Caledonian Sleeper franchises, the insourcing of Midland Metro operations and is currently advising the Scottish Government on the procurement of the R100 Broadband Project.
In addition to drafting and negotiating infrastructure contracts, Martin also has expertise advising on procurement compliance and strategy, tender and contract documentation, evaluation methodologies and risk allocation.
